The National Health Insurance program is a system where members hold insurance in preparation for an
unforeseen sickness or injury and receive medical treatment. Foreign residents who registered Alien
Registration to the Tachikawa City office and the residence period exceeds one year or more must join the
National Health Insurance except for the following exceptions [(1),(2),(3)].
(1)Those with health insurance at work (social insurance and mutual aid union, etc.) and nonworking
dependents.
(2)Those receiving public assistance.
(3)Members of National Health Insurance Society and family.
Membership
If your qualification status is changed to enter National Health Insurance because of moving, birth,
secession of social insurance, etc., be sure to follow the procedure at the Insurance and Pension Department of the City
Hall or Information Service Center, Sunagawa Branch Office within 14 days. A seal is necessary for the
procedure. (When secedes from social insurance, a social insurance loss certificate or a resignation
certificate is also necessary.) Moreover, the National Health Insurance fee is calculated based on the
content of the declaration of residence tax. Please declare residence tax even when there is no income.
Insurance fees are reduced by declaring residence tax being below the standard amount of the total family
income specified by the ordinance.

Secession, change, and reissue
When secedes from the National Health Insurance because of transfer to the suburbs, leaving the
country, death, or joining social insurance, etc.
When the information of an Alien Registration card, such as insurant's address and name, etc., is
changed.
When the insurance certificate is damaging or lost, follow the procedure at the Insurance and Pension Department
of the City Hall or Information Service Center, Sunagawa Branch Office while bringing a seal and
identification documents.
