アメリカ合衆国サンバーナディノ市との姉妹市交流の概要をお知らせします。

2. 提携の経緯 Circumstances of Affiliation

サンバーナディノ市には、ノートン軍事基地があり、米軍立川基地(1977(昭和52)年に米軍より全面返還された)と同様補給基地であったことなどを背景に、人口・産業等の類似点が多く、交通の要衝であるなど市の性格が似ていること、さらには、サンバーナディノ市及びその周辺には日系アメリカ人が多いことなどから、日米親善に意義があると認められるとして、1959(昭和34)年12月23日、姉妹市提携がなされました。

San Bernardino City shares many similarities with the Tachikawa City such as population, industries, hubs of transportation, etc., and Norton Air Force Base is the same style of supply base with Tachikawa Air Force Base, which was discontinued in 1977. Furthermore, as many Japanese Americans live in San Bernardino City and its suburbs, it is therefore a city that shares cultural ties with Japan. Accordingly the sister city affiliation was awarded on 23^rd December, 1959.

1960(昭和35)年1月20日には、文化・経済等の交流を通じての両市民の親善と理解、世界平和達成への貢献を目的とし、立川市姉妹市委員会(1995(平成7)年に立川・サンバーナディノ姉妹市委員会に名称変更)が結成されました。

On January 20, 1960, the Tachikawa Sister City Committee (name amended to the Tachikawa San Bernardino Sister City Committee in 1995) was formed for the purpose of understanding and goodwill of both citizens and contributing to the world peace achievement through cultural and economic exchange.

立川市の姉妹市提携は、東京都では初めてであり、全国では27番目に当たります。

It was the first sister city affiliation in the Metropolitan Tokyo, and was the 27^th in the whole country.

3. 交流の内容 Contents of Exchange

姉妹市提携当時、学校単位あるいは個人で児童、生徒の絵画・作文等の交換が行われました。1960(昭和35)年に結成された姉妹市委員会は、交流活動の中核として、1962(昭和37)年から、次代を担う高校生をサンバーナディノ市に派遣し、アメリカ社会の文化、教育、市民生活等の理解をはかるとともに、同市からの学生を受入れ、市民家庭へのホームステイ等を通じて友好を育み、両市の絆を強く結び付けてきました。本市からの派遣高校生の人数の累計は、2018(平成30)年度で204名に及びます。

At that time a sister city affiliation was formed, exchange of painting, writing, etc. of children and students was held by the units of schools or by individuals. The Sister City Committee was formed in 1960 and has dispatched high school students who will lead the next generation to the San Bernardino City since 1962 as the core of the exchange activities. The dispatched high school students have understood the culture, education, civic life and other differences of American society as well as fostered friendship through the homestay families and student supporting city organizations and they have been maintained strong ties of the two cities. The cumulative total number of dispatched high school students from our city reached 204 in the 2018 fiscal year.

姉妹市交流の節目となる周年行事では、1969(昭和44)年の姉妹市提携10周年、1979(昭和54)年の20周年、1984(昭和59)年の25周年を経て、1990(平成2)年11月には30周年を記念し市民26名が、1994(平成6)年10月には姉妹市提携35周年を記念し姉妹市委員会一行16名が、サンバーナディノ市への親善訪問を行いました。

Anniversary events to be a milestone of sister city exchanges have been performed; Sister city Tie-up 10^th Anniversary of 1969, the 20^th Anniversary of 1979, the 25^th Anniversary of 1984, 26 citizens memorial visited San Bernardino City for 30^th Anniversary in November 1990 and 16 members of the Sister City Committee visited San Bernardino City to commemorate the 35^th Anniversary of the Sister City Tie-up in October, 1994.

1999(平成11)年4月には、姉妹市提携40周年を記念して、サンバーナディノ市から訪問団24名が立川市を訪れ、同年10月には、姉妹市委員会を中心とした訪問団35名がサンバーナディノ市を訪問しました。

In April 1999, the delegation of 24 members visited Tachikawa City to celebrate the Sister City Tie-up 40^th Anniversary from San Bernardino City and the delegation of 35 members mainly consisted of the Sister City Committee visited San Bernardino City in October in the same year.

2009(平成21)年3月には50周年を記念して、サンバーナディノ市から13名の公式訪問団を迎え、記念式典・祝賀会を市内のホテルで開催、関係者約200名が出席しました。同年10月には清水市長がサンバーナディノ市を公式訪問し、半世紀にわたる両市の友好を祝い、更なる親善を誓い合う契約書に両市の関係者が署名しました。この訪問には中高生14名も同行し、同世代の学生たちと交流を深めるとともに、現地での記念式典に参列しました。

In March, 2009, we welcomed the official delegation of 13 members from San Bernardino City to commemorate the 50^th Anniversary, where we held the commemorative ceremony and the celebration in the hotel in the city. Approximately 200 participants attended. In October in the same year, Mayor Shimizu officially visited to San Bernardino City to celebrate the friendship of the two cities over the half-century and the parties of the two cities signed a pledge vowing to further that goodwill. The 14 junior and senior high school students accompanied this visit. They deepened exchanges with students of the same generation, and attended the memorial ceremony at the site.

4. 交換高校生事業 High School Students Exchange Project

交換高校生事業は、立川・サンバーナディノ両市の姉妹市委員会が実施主体となっている民間レベルでの国際交流です。

The high school student exchange project has been performed as a private international exchange by the Tachikawa San Bernardino Sister City Committee.

高校生受入れ High School Students Acceptance

立川・サンバーナディノ姉妹市委員会では、サンバーナディノ市の高校生数名を受け入れています。例年、6月下旬から7月下旬までの約1か月間、立川の里親宅に滞在し、委員会の行う行事などへの参加や、市内の中学・高校、公共施設の見学などを通じて文化や生活を体験します。

The Tachikawa San Bernardino Sister City Committee accepts several number of high school students from San Bernardino City. The students stay at the homestay families in Tachikawa from late June to late July for about a month and attend events carried by the Committee, visit junior and senior high schools in Tachikawa, and attend the public facility tours to experience the cultural and life in Japan.

派遣高校生 High School Students Acceptance

立川・サンバーナディノ姉妹市委員会では、サンバーナディノ市へ高校生を派遣しています。例年、7月下旬から8月下旬までの約1か月間、現地市内の家庭にホームステイし、施設見学、文化体験等に参加します。募集については、広報たちかわや市ホームページに掲載します(例年12月頃)。対象は、立川市に1年以上お住まいで、派遣年の4月に高校生の人です。募集人数は若干名。渡航費用は姉妹市委員会が全額負担します。

The Tachikawa San Bernardino Sister City Committee has dispatched several number of high school students to the San Bernardino City. They stay at the homestay families in the city from late July to late August for about a month and attend facility tours and participate in cultural experiences and other activities. For recruitment information, we will post on the Koho Tachikawa City Website (usually in December). The applicable student is a high school registered in April in the year of dispatch, living in Tachikawa for more than one year. Only a small number of student will be recruited. Full amount of travel expenses will be covered by the Sister City Committee.

5.サンバーナディノ市から寄贈された鐘

1984(昭和59)年に姉妹市提携25周年を記念してサンバーナディノ市から寄贈され、市役所旧庁舎敷地内に設置されていた鐘は、両市の友好の証として、2010(平成22)年5月の市役所移転の際、新庁舎の西側（市役所西玄関・コンビニエンスストア前）に移設しました。

市役所へお越しの際は、ぜひお立ち寄りください。
